This programme recognises that digital information is the capital asset of the 21st century but economies are struggling with the challenges of supporting innovation and human rights while negotiating the explosion of data collection, processing and new data services. We currently rely on a limited range of competition, policy and regulatory tools and thinking developed for dealing with industrial assets. Our focus in this programme is on the encouragement of open, competitive and innovative markets for data, defining personal privacy rights to data and the policy implications, and the protection of data.
